PILLAR 2 - Policy Harmonization

Policy is the biggest driver of change. Maximizing productivity of the catalytic areas will need harmonization of policies across multiple ministries to ensure they complement the amalgamation of EBA-driven Agriculture with clean energy value addition.

For example, agriculture ministry will need to work with environment and forestry ministries to ensure EBA techniques like agro-forestry are integrated into mainstream agriculture policies.. To catalyze investment in clean energy powered value addition, agriculture policies will need to reconcile with industry policies, energy policies, lands policies and private investors to ensure relevant-cross cutting policies that incentivize investment by both state and non-state actors in plants and clean processing industries near high potential agro-production..

For example, EBAFOSA is convening policy makers from Ministries of transport, agriculture, environment, lands, energy, and industrialization among others across countries in Africa to form inter-ministerial policy-task forces. Driven by objective to maximize impact of their ministerial policies aims, these are volunteering their professional skills, networks & time to work together and harmonize their relevant line ministry policies to ensure they are complementary towards the amalgamation of EBA-Driven Agriculture with clean energy powered value addition and links to markets & commercial supply chains. Already EBAFOSA Cote d’Ivoire, Nigeria, Cameroon, Sierra Leone, Gambia, Tanzania and Ghana have formed these task forces. In Tanzania, UN FAO has pledged to support the first seating of this task force in June. Though a recent development, this is an innovative solution that has mobilized cross-cutting support as testament of its potency. Countries around the globe should likewise contextualize this harmonization as critical to accelerate SDGs implementation.
